deflock-wylie.com is a noncommercial community education and civic advocacy website created by Wylie, Texas residents. Its purpose is to inform residents about the City of Wylie's contract with Flock Safety (Flock Group Inc.), to present documented evidence and commentary about automated license plate reader (ALPR) surveillance, and to encourage residents to petition their elected officials — activity at the core of the First Amendment. By using this site you accept these terms.
2. Statements of Fact, Opinion, and Commentary
This site contains both factual reporting and protected opinion and commentary:
- Factual claims are drawn from cited sources: official government documents (including records released by the City of Wylie under the Texas Public Information Act and rulings of the Texas Attorney General), court filings and rulings, state audits, peer-reviewed research, vendor documents, City Council meeting minutes and recordings, and reporting by established news organizations. Sources are cited alongside the claims they support, with dates.
- Characterizations, conclusions, and calls to action (for example, whether a program is a good idea for Wylie) are the opinions of the site's authors, offered as fair comment on a matter of significant public concern.
- Quotations of public officials are taken from public meetings, official transcripts, recordings, or published reports, and are presented in context to the best of our ability.
